• The North Carolina Rate Bureau establishes standard rates, rating plans, classification systems and forms for the lines of insurance within its jurisdiction. It also serves as the primary source of information about rates and rating procedures in North Carolina for coverage under its authority. NCRB became operational in 1977 replacing the Compensation Rating and Inspection Bureau of North Carolina (1931), the North Carolina Automobile Rate Administrative Office (1939), and the North Carolina Fire Insurance Rating Bureau (1945).In 1973, the North Carolina Reinsurance Facility replaced an automobile assigned risk plan that had been in operation since 1947. With North Carolinas compulsory automobile liability insurance law, the NCRF assures the availability of motor vehicle insurance to any eligible risk within the state of North Carolina. In fact, by one measure the NCRF is the eleventh largest reinsurance company in the world. The North Carolina General Assembly created the North Carolina Insurance Guaranty Association in 1971 to provide a mechanism for the payment of covered claims under certain insurance policies and to avoid financial loss to claimants or policyholders because of the insolvency of an insurer.
