- Advancing public trust solutions to save the Great Lakes, FLOW is a water policy and education center led by Attorney Jim Olson.The Great Lakes deserve great laws that protect our waters as a commons owned and shared by the public for the benefit of current and future generations forever. FLOW is the Great Lakes Basin's only public trust policy center.At the heart of FLOW's groundbreaking law and policy work is demonstrating how public trust principles can empower citizens, business leaders, academics and governments to address the systemic threats to the waters of the Great Lakes.Under the unifying framework of the public trust, we can define threshold limits to preserve the integrity of the water, ecosystem, and protected public uses (e.g. navigation, commerce, fishing, boating, swimming, other recreational purposes, and drinking water). Ultimately, what this ancient idea offers is a holistic legal and ethical code of governance that reframes our understanding and our decision-making about the waters and resources of the Great Lakes.
