- Empower Personal Safety, Inc. is a 501(c)3 nonprofit doing business as Empower Wyoming.Empower strives to end violence through personal safety training which teaches individuals to be more self-reliant, increases their self-esteem and imparts practical self-defense skills.Empower Wyoming provides effective real-world skills to help avoid and heal from sexual assault. Students include children, teens, adult women, those with disabilities, and Native American communities where assault rates for women are often 100%. This grassroots, face-to-face, boots-on-the-ground organization equips students with confidence-building, hands-on empowerment tools that range from awareness, boundary-setting, and role-play interventions to adrenalized physical defense.Founder and Executive Director Francine Russell brings 20 years of experience to Empower, having worked as a Senior Instructor with IMPACT Personal Safety in Los Angeles before moving to Wyoming.
