• Why maintain funding for Washinton's CASA programs? Because it's required by law. Both state (RCW 13.34.100) and federal (Child Abuse Prevention and Treatment Act) law mandate that all children in dependency have a guardian ad Litem (GAL) to represent their best interests in court. In Washington, a volunteer Court Appointed Special Advocate (CASA) fulfills that mandate. A CASA is a citizen volunteer appointed by the court to advocate for a child through independent investigations of the child's situation and written recommendations to the court regarding the child's safety, well-being, and permancy. When children in dependency aren't appointed a GAL to represent the child's best interests, the state opens itself up to liability and lawsutis. CASA is the most cost effective way to buy GAL representaion. In 2008, Washington State CASA volunteers contributed over $17,000,000 worth of services to the state. Dependent children are dependent on us. When the state terminates a parent's rights, it takes on the responsibility of raising that child. Without a CASA volunteer, children are more likely to fall through the cracks of the child welfare system, leading to longer lengths of stay in foster care, and a heightened risk of abuse and neglect.
