- Indiana Connected By 25s mission is to ensure that foster care youth are educated, housed, financially stable, employed and connected to a support system by age 25. Indiana Connected By 25, Inc. provides technical assistance to build the capacity of funders, state and local policy makers, foster care case managers and independent living specialists, policy and advocacy organizations, and youth-serving providers to effectively support youth transitioning from foster care. Indiana Connected By 25 works to change outcomes which impact youth upon emancipation. Connected by 25 is a strategy developed by a group of national funders, the Youth Transition Funders Group, which focuses on young people ages 14 to 25 either living in foster care, detained in the juvenile justice system, or who have dropped out, or were pushed out of school. This initiative targets youth currently in foster care and youth who have aged-out of foster care (alumni). Indiana is one of three communities participating in this national demonstration project. The other two communities are Tampa, FL and Oakland, CA. Indiana began planning for this initiative in mid-2004 and has been supported in this work by the United Way of Central Indiana, the Jim Casey Youth Opportunities Initiative, Lumina Foundation for Education and The Finance Project. Of the 2,500 children and youth currently placed in out-of-home care in Marion County, 800 are between the ages of 14 and 18. Approximately 100 youth age out of the foster care system in Marion County each year without having been reunified with birth family or connected to another permanent family through adoption or guardianship.
