- The Los Angeles Youth Network was founded in 1985 as a pilot program through the High Risk Youth Project at Childrens Hospital of Los Angeles, spurred by the passing of the California Homeless Youth Act. When it first opened, LAYN existed as an emergency shelter during nighttime hours. By 1989, LAYN had acquired a facility that was equipped to offer both emergency shelter and drop-in services.The Los Angeles Youth Network (LAYN)'s mission is to empower abused, neglected and homeless adolescents to become self-sufficient.
