- About Us The Health Insurance Cooperative (HIC) Agency was created to provide employee benefits solutions to participating employers while mitigating rising health insurance costs. The HIC Agency offers a unique array of insurance services. Our mission is to educate employers and employees on how to make their insurance plans work for them and how to effectively manage their benefits. We use insurance companies as a tool for matching employers with the right plans, rather than as an end goal, making us unlike any other broker. As a result, we put our clients in control of both the benefits and the budget. Many of our clients group benefits and budgets remain stable from one year to the next. Our Partners Dave Hickman and his cost management team have worked with numerous employers of all sizes, saving them hundreds of thousands of dollars through practical management and sound financial advice without decreasing their employee benefits. In many cases, we have been able to improve employee benefits while keeping or even reducing insurance costs.
