- NOA Counseling, LLC was founded in February of 2014 in an effort to feed a big dog named House Bill 463. HB463, among other things, mandates- rightfully so, the evaluation of current programs (its effectiveness) and implementation of more evidence based programs within Corrections in an effort to rehabilitate a part of society that is eventually due to return to the neighborhoods of the outside. And so our journey began to effortlessly seek and provide that which will effectively and appropriately rehabilitate and bring those imprisoned back to society.
