• The Firm was organized in 1974 as VAUGHN HANSEN ASSOCIATES by Dr. Vaughn E. Hansen, a prominent Utah water resource educator, author and engineer. Prior to organizing the firm, Dr. Hansen was the founding director of the Water Research Laboratory located at Utah State University. During the 1970's and the 1980's the Firm was heavily involved in major water resource development and water quality management studies for many clients including large industrial concerns and state and federal government agencies in Utah and the surrounding states. During 1988 Dr. Hansen retired, and the name of the firm was changed to HANSEN, ALLEN & LUCE (HAL), to reflect new leadership and a broadening scope of services. While continuing to be involved in water resource and water quality studies, during the 1980's the firm became heavily involved in design and construction management. To date the firm has designed civil engineering projects with an accumulated construction value of nearly $1 billion. Highly qualified HAL professionals provide strong leadership in the planning and implementation of complex civil, water resources and environmental engineering projects while maintaining our primary focus in the water area. Clients utilizing HAL services include a broad spectrum of private and public entities located throughout the western United States.
