- Total-Western, Inc. was formed July 1, 1995 by the combination of The Western Companies and Total Services, Inc.Originally founded in 1972 with a single office in Paramount, California, Western Industrial Maintenance specialized in providing maintenance and construction services to refinery, power and industrial clients. By 1978 The Company had expanded to four offices, including Paramount and Richmond, California, Portland, Oregon and Mount Vernon, Washington.
