• Municipal Compass to PowerCentral Municipal Power Agency/Services (CMPAS pronounced compass) serves as a municipal, consumer-owned, non-profit, project-based joint action agency providing planning, procurement, and consultative advice for power supply, transmission, energy market, and related electric utility services. As the energy management and utility services organization of the Central Minnesota Municipal Power Agency (CMMPA), the member-driven agency identifies strategies to minimize wholesale power costs, manage future risks, and maintain stable and competitive rates. Value of CollaborationWhen forming the Agency, its members chose a project-based agency model that allows municipal utilities to join as a partial or full requirements members. In contrast to one size fits all full requirements agencies, the project approach allows members to remain autonomous while working together in solving common problems; creating economies of scale; leveraging purchasing power; and sharing costs for staff expertise, and project development, management, and administration.Municipal electric utility members include Blue Earth, Delano, Fairfax, Glencoe, Granite Falls, Janesville, Kasson, Kenyon, Mountain Lake, Sleepy Eye, Springfield, and Windom. The agency also partners with non-member affiliates to lower and share costs of utility projects.Consultative RoleThrough the project-oriented approach, each member's portfolio is individually optimized taking into account differences that exist between members, such as load factor and locally-owned resources. CMPAS acquires the necessary specialization to manage power supply, transmission and MISO market support services so that municipal utilities can focus on local responsibilities.
