• The Winnebago County Literacy Council (WCLC) is a nonprofit, educational organization. For 25 years the WCLC has delivered literacy services helping individuals acquire reading, writing, spelling, conversational skills, financial literacy, and life skills. The WCLC empowers learners to improve their lives. We serve people in Oshkosh and throughout Winnebago County. We hold ESL class in Oshkosh at the Oshkosh public library and in Omro at Casa Esther.MissionThe mission of the Winnebago County Literacy Council, Inc. (WCLC) is to illuminate literacy potential by creating opportunities for people to read, write, speak, and perform everyday skills with confidence. We will illuminate literacy in 1,000 people over 5 years. Three Major ProgramsOur agency has three major areas of focus: English as a Foreign Language Classes, Tutoring, and Road to Work (RTW) for Refugees. English classes consist of four offerings: Family Literacy, English language level 1, English language level 2/3, and Health Literacy. Each class has a professional instructor, contracted and paid by the WCLC. Learners are assessed at the end of class using one of several standard assessment tools. Learners are placed in coursework based on documented assessment results, needs, and goals. The tutoring program provides one-to-one interaction with the learner which improves their English skills and has a dramatic impact on improving their learning outcomes and increasing self-sufficiency. Once learners can speak and understand some English, those enrolled in RTW progress to vocational activity group sessions, monthly workshops, and weekly Job Club. Learners schedule individual or group appointments with the RTW Coordinator for job coaching & group sessions. Individual and group sessions focus on how to continue career development after an entry-level job is obtained, the importance of lifelong learning, getting a better paying job, and dealing with workplace problems and issues.
