• As it has for over a quarter century, DCRAC continues to testify at bank merger hearings on behalf of consumers and underserved communities. From the merger between Meridian Bank and Delaware Trust in 1987 to Capital Ones acquisition of ING, DCRAC continues to raise concerns related to the convenience and needs of the consumers of financial services. An ardent opponent of predatory lending DCRAC supports regulated sub-prime lending. DCRAC has been an outspoken, and sometimes lone, commentator on bank mergers and the historical practices of merging banks in low-income and minority communities. Our organizational funding from groups that have borne the brunt of our comments is testimony to both our fairness and effectiveness.In our Wilmington and Georgetown offices, DCRAC provides free counseling to all Delawareans through our tax, credit, and housing clinics. DCRAC helps Delawareans comply with their federal tax filing requirements, pay down their credit card debt, improve their credit score, become a homeowner, and reach a mortgage resolution.On September 30, 2011, we helped charter Stepping Stones Community Federal Credit Union.DCRAC received the coveted Standards for Excellence re-certification in 2013. This rigorous process of ethics and accountability evaluates organizational integrity, financial management, programs, and governance, using benchmarks which go well-beyond legal requirements.
