- Founded in 1961, the Office of Economic Adjustment (OEA) helps states and local communities respond to force structure realignments or personnel reductions, base expansions or closures, defense industry cutbacks and other Defense program changes that impact the surrounding community economies. Helping communities, help themselves means just that through technical and financial assistance, partnership building, in-depth research and impact studies. The U.S. Department of Defenses (DoD) program office, OEA is a unique DoD entity focused on the intersection of military installations and communities. OEA assists states and communities through an assigned Project Manager working as a one-stop resource for a community seeking to organize itself, develop adjustment strategies to respond to Defense impacts on states, communities, businesses and workers, and then carry out those strategies. In addition to technical assistance, financial assistance may also be available.
