- Newcap, Inc., is a locally controlled, private, not-for-profit organization governed by a Board of Directors made up of low-income, public, and private sector representatives. The involvement of low-income representatives in various aspects of the agency's operation makes Newcap unique among human service organizations. Newcap serves the following ten Northeast Wisconsin counties: Brown, Florence, Forest, Langlade, Marinette, Menominee, Oconto, Oneida, Shawano, and Vilas. Newcap is 1 of 16 Community Action Agencies in Wisconsin. The mission of Newcap, Inc. is to enable and assist individuals with limited income to attain the skills, motivation, and opportunities necessary for them to become self-sufficient and independent.We believe that negative stereotypical labeling of low-income individuals impedes their progress to the goal of self-sufficiency and independence. We believe it is the responsibility of the Newcap staff, the Board of Directors, and any others associated with Newcap to represent a positive, respectful, and constructive attitude toward all agency clients. We further believe that low-income individuals should play a lead role in the development, implementation, and evaluation of programs that affect them.
